Minister of Water and Sanitation Nomvula Mokonyane told Parliament’s Standing Committee on Public Accounts that municipalities owe the department R7 billion.

Mokonyane is appearing before the committee to explain her department’s R2.5 billion in irregular expenditure in 2015/16 period. This investigation into the irregular spending has been ongoing since November last year.

Mokonyane says she can’t be held accountable for it all. She is blaming her departments irregular expenditure on the fact that they “throw in money without verifying the capacity of municipalities”.

Mokonyane also added that her department is being unfairly audited for responsibilities that lie with local councils.
